List of Suppliers with Actual SAF Production Capacity

Sustainable Aviation Fuel (SAF) is a type of aviation fuel produced from renewable resources or waste materials. Its energy density and volumetric density are similar to those of conventional jet fuel, and it can be blended with traditional fuels without requiring modifications to aircraft or infrastructure. SAF can be sourced from a wide range of raw materials, including waste animal and vegetable oils, municipal solid waste, and agricultural and forestry residues. Its production process enables low carbon emissions, significantly reducing the aviation industry's carbon footprint. Currently, SAF has become a crucial means for the aviation industry to achieve carbon neutrality, and many global airlines and fuel suppliers are actively promoting its research, development, production, and application.

According to TrendBank, domestic producers and suppliers involved in SAF production primarily include Sinopec Zhenhai Refining & Chemical, PetroChina, China Energy Engineering Group Zhongdian Engineering, State Power Investment Corporation, Junheng Bio, Lianyungang Jiaao New Energy (under Lianyungang Jiaao EnproEnergy Co., Ltd.), Shandong Sanju (under Hainan New Energy Co.), Esley (a subsidiary of Hong Kong and China Gas), Ecospec, Pengyao Environmental Protection, Jilin Electric Power, Lanjing Bioenergy, Sichuan Tianzhou, Hebei Haotian Technology (under Feitian Petrochemical Group), Sichuan Jinshang, Sichuan Jinying, Jiutai Group, Chint New Energy, Donghua Energy, Shandong Haike Chemical,卓越新能 (Glorious New Energy), Langkun Environmental, Hongkun Biomass Fuel, and others (listed in no particular order).

Among these, nine companies have actual SAF production capacity (compiled based on public disclosures). Below are the details of these nine suppliers as compiled by TrendBank (listed in no particular order). Sinopec Zhenhai Refining & Chemical
In June 2024, Sinopec Zhenhai Refining & Chemical completed the first flight mission of a commercial aircraft refueled with Sustainable Aviation Fuel (SAF). In September of the same year, China's SAF application pilot program was fully launched. As a major producer and supplier, Sinopec Zhenhai Refining & Chemical, in collaboration with China National Aviation Fuel Group, supplied SAF to pilot airports.

Sinopec Zhenhai Refining & Chemical disclosed to TrendBank that, as of the end of January, the company's cumulative sales of bio-jet fuel reached 5,192.321 tons, with sales in 2024 alone amounting to 3,001.841 tons.

As early as 2014, Sinopec Zhenhai Refining & Chemical obtained China's first airworthiness certificate for bio-jet fuel. In 2020, the company completed and put into operation a large-scale industrial renovation project for a 100,000-ton/year bio-jet fuel production facility, utilizing its proprietary bio-jet fuel production technology (SRJET). In 2022, Zhenhai Refining & Chemical obtained Asia's first global RSB certification for sustainable biomass-based aviation fuel.

Junheng Bio
Henan Junheng Industrial Group Bio-Technology Co., Ltd. is a pioneer in China's SAF industry, with an existing annual production capacity of 200,000 tons of sustainable aviation fuel. In October 2024, Junheng Bio invested 3.146 billion yuan to expand its capacity by 600,000 tons/year on top of its existing 200,000-ton capacity. The expansion is expected to be completed by the end of 2025 and operational by early 2026. Upon completion, the company will have the capacity to process 1 million tons of waste oils and fats annually and produce 800,000 tons of sustainable aviation fuel.

On October 9, 2024, Junheng Bio successfully delivered its first commercial order of 100% SAF to a research institution. In September of the same year, the company became one of the fuel producers for China's civil aviation SAF application pilot program. Its SAF products were centrally refueled at multiple pilot flights at airports including Beijing Daxing International Airport and Zhengzhou Xinzheng International Airport.

Lianyungang Jiaao EnproEnergy Co., Ltd
In November 2024, Lianyungang Jiaao EnproEnergy Co., Ltd. announced that its subsidiary, Lianyungang Jiaao New Energy Co., Ltd., successfully launched its bio-jet fuel project in the Lingang Industrial Park of Guanyun County, Lianyungang City, producing compliant products. The bio-jet fuel project has a total investment of 7.2 billion yuan, with a Phase I capacity of 500,000 tons/year and Phase II planned to expand to 1 million tons/year. The project utilizes the company's self-developed differential pretreatment technology for waste oils and fats, combined with Honeywell UOP's Ecofining™ process technology and the Experion® PKS control system for advanced automation. This enables a three-step transformation from waste oils to intermediate oil and finally to biomass energy, successfully producing qualified products that meet standards.

Additionally, Jiaao New Energy has established long-term strategic partnerships with three kitchen waste disposal companies in Lianyungang and numerous waste oil collectors across Jiangsu, Zhejiang, Beijing, Henan, and other regions. The company has signed意向 agreements for nearly 1 million tons of raw material procurement annually, ensuring sufficient raw material supply.

Shandong Sanju
Shandong Sanju Bioenergy Co., Ltd. (a subsidiary of Hainan New Energy Co.) currently has an annual production capacity of 50,000 tons of bio-jet fuel components. Its products are primarily centrally procured by China National Aviation Fuel Group and blended with No. 3 jet fuel or Jet A-1 before use. In January 2025, the main framework of the company's 200,000-ton/year bio-jet fuel project was largely completed, with ordered equipment gradually arriving. The project is expected to commence operation in the second quarter of 2025. Once operational, it will annually produce approximately 200,000 tons of bio-jet fuel, bio-light oil, and related products. In November 2024, the company obtained the "Technical Standard Regulation Approval Certificate" from the Civil Aviation Administration of China, confirming that its quality system complies with CCAR-21 regulations and that its HEFA-SPK sustainable aviation fuel products meet relevant standards, permitting market sales.

Esley
In November 2024, HSBC Hong Kong purchased approximately 3,400 metric tons of sustainable aviation fuel produced by Esley to refuel Cathay Pacific flights departing from Hong Kong International Airport. Esley's 100,000-ton HEFA facility in Zhangjiagang has now been completed, with its primary target market being international.

Ecospec
In 2021, Ecospec exported SAF products produced via the HEFA pathway to Europe. In the same year, the company constructed a SAF production line in Zhangjiagang, launching a 50,000-ton/year SAF production facility. In 2022, the company initiated a SAF plant project in Malaysia.

Pengyao Environmental Protection
In March 2023, Pengyao Environmental Protection collaborated with Panjin Hongye Petrochemical Co., Ltd. to plan an investment of 120 million yuan in a 100,000-ton/year biomass liquid fuel technological transformation project. The project employs new沸腾床 hydrogenation technology to produce second-generation biodiesel and bio-jet fuel products that meet EU standards using waste biological oils as raw materials. In August 2024, the project completed the upgrade of the SAF facility, began trial production on the 21st, and successfully produced qualified SAF products on September 3.

Hebei Haotian Technology
In November 2024, Hebei Haotian Technology Co., Ltd., under Feitian Petrochemical Group, announced the successful production of SAF products using bio-based raw materials-waste oils-via the oil hydrogenation (HEFA) technology, with an annual capacity of 20,000 tons. The company's integrated project for the production of 300,000 tons of renewable energy hydrogenation per year is under construction and expected to be completed and operational by August 2025.

Sichuan Tianzhou
In November 2024, Sichuan Tianzhou Biomass Energy Technology Co., Ltd. showcased its sustainable aviation fuel (SAF) products at the Shuangliu exhibition area of the 15th China International Aviation and Aerospace Exhibition. The raw materials for these products are derived from waste cooking oil collected from restaurants. In July 2024, the first batch of core equipment, the "fractionation tower," for the company's Western (Weiyuan) Sustainable Aviation Fuel (SAF) Industrial Base Phase I project-a 200,000-ton/year waste animal and vegetable oil biofuel production project-was officially installed in the Weiyuan Shale Gas Comprehensive Utilization Chemical Park. The Phase I project is expected to commence operation in the first quarter of 2025.
